China's MIIT published the China RoHS2 Catalogue and Exemption List which will be implemented on 12 March 2019.

Products listed in the Catalogue must comply with the China RoHS hazardous substance restriction limits, unless they fall into the Exemption List.

On 12 March 2018, Ministry of Industry and Information Technology (MIIT) published "The Standard Management Catalogue of Limiting the Use of Hazardous Substances in Electrical and Electronic Equipment (EEE) (first batch)" and "the Exemption List to the Use of Restricted Substances in the Standard Management Catalogue", under China RoHS 2, which shall enter into force on 12 March 2019.

The Standard Management Catalogue includes 12 types of electrical and electronic products:

  • Refrigerators
  • Air conditioners
  • Washing machines
  • Electric water heaters
  • Printers
  • Copy machines
  • Fax machines
  • Televisions
  • Monitors
  • Computers
  • Mobile phones
  • Telephones

Pursuant to China RoHS2, these products must comply with the hazardous substance restriction limits set out in national standard GB/T 26572 2011, unless they fall into the Exemptions List.

China RoHS2 restricts the following hazardous substances and their compounds with the limits same as those in EU RoHS 2.0 Directive:

  • Lead and its compounds, 0.1%
  • Mercury and its compounds, 0.1%
  • Cadmium and its compounds, 0.01%
  • Hexavalent chromium compounds, 0.1%
  • Polybrominated biphenyls (PBB), 0.1%
  • Polybrominated diphenyl ethers (PBDE), 0.1%

MIIT also established the exemption list for the above products. The exemption list includes 39 uses for lead, cadmium, mercury and hexavalent chromium in electrical and electronic products which are the same as the exemptions listed on Annex III of EU RoHS 2.0.

For other non-listed regulated electrical and electronic products that contain certain hazardous substances exceeding the limits, they can still be sold in China if they are marked according to the standard, SJ/T 11364-2014.
