Intertek Hong Kong is the FIRST accredited laboratory for SASO 2870/2015

Introduction  
Saudi Standards Metrology and Quality Organization (SASO) in coordination with the Saudi Energy Efficiency Center (SEEC) have issued a new technical regulation for the Energy Efficiency Requirements of lighting products in KSA. This new regulation “SASO 2870/2015 — Energy Efficiency, Functionality and Labeling Requirements for Lighting Products” was enforced on imported and locally manufactured lighting products in the country from 1st May 2016. 
  
SASO 2870/2015 covers the requirements for Energy Efficiency, Functionality, Marking, Hazardous Chemicals and Energy Efficiency Label of all lighting products under its scope. 
  
As manufacturers/exporters of lighting products under the scope of the regulation, you are required to comply with this standard and register with SASO to obtain the Energy Efficiency (EE) Certificate and affix the corresponding Energy Efficiency (EE) Labels on your duly registered products.
  
From 1st May 2016, EE Certificate and EE label should be included as requirements in obtaining Certificate of Conformity (CoC) for shipments of lighting products under the scope of SASO 2870/2015. From 1st August 2016, KSA Customs is strict in implementing this requirement and stop allowing any shipment of lighting products without EE label to enter the country. 
  
Beginning 1 Jan 2017, the label must be printed on the packaging as required in the standard. 
  
SASO accepts an alternative for this requirement of 6,000-hour life survival factor test, i.e. you can submit a lab test report at 2,000-hour for lamp survival factor and lumen maintenance, also must submit a declaration form for the products to ensure the products which will be registered to meet the functionality requirements at 6,000-hour. 
  
When SASO accepts the application, a certificate and a label will be issued. After 6 months of issuing the certificate, you will get back the application and therefore, you must submit & attach a full test report and meet the functionality requirements for 6,000-hour as standard.
  
Scope
This technical regulation covers indirect and direct general light sources having a luminous flux above 60 lumens and below 12,000 lumens of the following technologies: 
  • Incandescent lamps 
  • Halogen lamps 
  • Compact fluorescent lamps with integrated ballast (CFLi) 
  • Light-emitting diode (LED) lamps (Incandescent retrofit types) 
  • Light-emitting diode (LED) lamps (Halogen retrofit types) 
       
Energy Efficiency Requirements
All indirect and direct lamps include incandescent, high & low voltage halogen, CFLi & LED should achieve the maximum allowable Energy Efficiency Index (EEI) by the target dates: 
 
Stage 1 : 1st May 2016 

Stage 2 : 1st January 2017 (2,000-hour lab test report and 6,000-hour full test report after 6 months of the EE certificate) 

Stage 3 : 1st January 2019

  
The Application for EE Labelling of Lighting Products will be performed on the online registration system developed by SASO. Intertek can facilitate the application process for you. Intertek office in KSA will open a file/database for you and streamline the whole application process.
